TERMS OF REFERENCE

LEASE OF VENUE FOR THE
2017 HGC REGIONAL HOUSING FINANCE BRIEFING

I. OBJECTIVE
To lease a venue for the 2017 Regional Housing Finance Briefing (Region VI) through small value procurement.

II. LOCATION
The 2017 Regional Housing Finance briefing for Region VI shall be held in Iloilo City. It is a city of opportunities, more and more investors are noticing the great location and the big potential that the city is holding, furthermore, Iloilo City is gradually turning into the next big business center in the country. The choice for the place is based not only on the city’s business-friendly atmosphere but also with the ease and convenience of travel and location for the clients in the region. Based on our market screening, there is no publicly-owned venue that is available and can meet the requirements where HGC can hold an effective Housing Finance Briefing and come out with the desired output.

IV. SCOPE OF SERVICE

1. Regional Housing Finance Briefing Venue
2. AM Snacks and Buffet Lunch
3. Room Accommodations for HGC employees

V. DELIVERABLES

1. Meals for sixty (60) participants
   • AM Snacks and Buffet Lunch
   • Flowing coffee/tea during sessions at the function room
     
     
2. Use of Function room that can accommodate at least sixty (60) participants
   • Use of Public Address system and connector for laptops
   • Microphones
   • White Board with marker
   • Erasers, pads and pencils
   • White screen for projector
     
     
3. Wi-Fi Internet access
   
   
4. Accommodations for 3 days and 2 nights
   • 1 person in single occupancy room
   • 3 persons in maximum sharing room

VI. CRITERIA FOR SELECTION

1. The approved package cost must be most advantageous to Home Guaranty Corporation and must not go beyond the approved budget for the venue.
2. The proposals shall be rated based on the Table of Rating Factors for Lease of Venue provided for in the Consolidated Guidelines for the Alternative Methods of Procurement.

VII. AWARDING OF CONTRACT
The bidder with the highest rated bid shall be awarded the contract.

VIII. APPROVED BUDGET FOR THE CONTRACT (ABC)
The ABC for the venue is P 100,000.00 inclusive of tax, chargeable against Corporate Operating Budget.
